She was actually right. US cards default to chip & sig if it's available and only go to chip & pin as a backup. We have a card in Spain that does the same thing and it's really weird.
Too bad I had to go back and forth with her about 4 times before she went off to check with someone else before coming back with that answer.
Still makes it frustrating, since I applied for the card specifically because they advertised it as chip and PIN. <sigh>
