Even on NRT-LAX, they don't seem to ever open up Saver First, even close to departure when they've got 0/1/2 seats showing as occupied in the 15 seat 777 cabin....
From the airline's perspective award travel is a perk intended to make good customers happy, so they may prefer to roll paying biz pax up to first. RDM's alone ain't worth anything like they once were.
