I've stayed at both hotels. The IC has treated me to great upgrades, but the Hyatt is more centrally located. I don't think there's much excitement in terms of malls in Hua Hin (certainly nothing that you'll impress you if you're based in SIN), but it's a nice city to walk around and relax. There are some good food options. The beach is pretty lame by Thai standards.
