The point is not "to reward" but to draw further spending.

To someone who doesn't fly very much, saying "you are only 50 points from Bronze" is a lot more enticing than "you are only £300 from Bronze". They aren't going to go on TP runs but they will channel their spending as best they can into BA to hit the target.

The folks earning 6,000 TPs+ per year are in the minority. If their loyalty is looking in doubt, chuck them a premier card.
