Well, the Bill has to be formally enacted (ie presidential signature) before the law is enforceable. Given Clinton's current foreign policy involvement, I expect it should happen sometime before the end of the month. INSPASS should then be functionning again.
The vote's not even a week old, so i'm not surprised the INS people haven't heard of it.
