The Visa Waiver Pilot Program expired on april 30, 2000. Congress had been extending it every couple of years. This year, they wanted to finally make it permanent. This has been taking much longer than expected, and immigration officers have been instructed to "parole" visitors eligible for a visa waiver until legislation is passed. Both houses have now passed the act (last tuesday), and it is now awaiting the president's signature to become law.
