They do know if they are able to move within their immediate area. It may not be immediately possible.
The plate in my building's lift states that it can take 8 people. 8 children might be feasible. If it's 8 large adults, forget it.
Passenger co-operation is necessary, but it also needs common sense on the part of airport staff. In the case of the OP's experience, this may well have been lacking.
