This may be true as a matter of BA policy and UK law but it is very much not the case as far as Ireland is concerned, and anyone arriving from the UK at an Irish airport will need to produce a passport or other applicable documentation to the authorities at the airport.
What you say may be true as a matter of domestic Republic of Ireland law. I wonder whether the RoI is honouring its commitments in the CTA agreement by demanding identity documents while the UK authorities to my understanding do not (I don't know and am only asking)?
