The Act specifically states that the Republic would not be treated as a foreign country for the purposes of British law.
This may be true as a matter of BA policy and UK law but it is very much not the case as far as Ireland is concerned, and anyone arriving from the UK at an Irish airport will need to produce a passport or other applicable documentation to the authorities at the airport.
