That's not true at all. I have been let into many third-party contract lounges as a 1K. Many airlines negotiate for their elites and *G fliers in economy to access the same lounges as their business class and first class passengers.

If Air Canada does not want allow their elites in economy class to have lounge access, then that's another one of their 'enhancements'.
