I have often arrived at awkward hours (usually the very early morning NRTKUL on MH) and have never had a problem in getting a budget taxi. However, once I arrived in the afternoon and there were no budget taxis available - so it was a choice of either taking the bigger / more expensive car or waiting for a budget taxi to show up.
