I think you may be thinking of Domestic Sakura Lounge, where there is effectively no food?
There should be a reasonable amount of food at international Sakura lounge (link to the menu below):

However, HND domestic terminals have about a dozen restaurants each, where a much wider variety of food is available. International terminal does not have much eating or shopping facilities though.
Still, I wouldn't spend more than a few hours landside at HND either.
