The CBP agents say "if you have used your ESTA before" but I get the impression it's more that they've seen the passport before (since 2008) not that you've travelled under this particular ESTA application before.
The CBP website says
international visitors from Visa Waiver Program countries are eligible to use APC kiosks. Visa Waiver Program visitors must have Electronic System for Travel Authorizations (ESTA) approval prior to travel and have visited the United States on at least one occasion after 2008.
