A few months ago we asked ourselves as well as many other users the same question. Since then we have developed a beta site - Vacations within Budget (
vacations.travelwits.com) - enter your budget, pick a theme and we search combinations of destination, hotel and transport (flight, car, parking). We have many plans to add more themes, more costs and more lodging types (e.g. bnb's, hostels). At some point we may include tours and activities.
It's still beta - we are constantly working on bug fixes and features. We wanted to roll it out early and get as much feedback as possible. So, please, let us know your feedback!

I know that Kayak does this for flights, but my idea is a more universal solution that creates a complete package (Destination, time, means of transportation, where to stay, what to do).
What do you think about this? Do you know anything that can do this already?
