There is no justification for it not to be included in the base fare
It is not just redemptions that are impacted, multi carrier fares ( such as ATW fares ) and percentage discounts and possibly others that are impacted
It is time that fares dsguised as taxes/charges were abolished
In principle I agree with you, though my main point was about the fact that IAG remains heavily hedged, which means that it would not come down yet even if YQ was purely a fuel charge (and let's not get into the overall movement of oil prices since they introduced it).
Regarding including it in the base fare, if they did (or were forced to, which seems unlikely), I would expect base fares, avios/other mileage redemption rates, and other discounts to be adjusted to ensure that BA was making the same amount of profit as today (or more). Not much would really change IMHO.
