Not the second point, this doesn't seem confusing to me, but it does to others. Ideally it should be under the seat in front of you. But not in the following cases:

- exit row
- row 1 and bulkheads
- if it won't fit
- it it impedes access
- if - as is often the case - it turns out that there is plenty of space in the locker! The best thing to do is to put it in last, on top of other items if necessary, as the lockers close up, then it will be first out too. Simples, as the kids say.
But what about when it is your only piece of hand luggage? Imagine two pax each have one piece. One is a big wheelie bag, the other is a laptop bag/purse. Shouldn't both be entitled to put their bags in the overhead locker since it's the only piece? If not, it's almost encouraging one-piece-only pax to bring a big piece of hand luggage on board so that they can ensure their footspace.
