I think the problem is that the yellow tag means two things.

1) the bag is guaranteed to stay in the cabin
2) the bag shoud be put under the seat in front

If a laptop bag is a persons only bag then 2 shouldn't really apply. But they would still need the tag in order to avoid it being selected for checkin in the even that there wasn't enough room on board.
