Yes they were lying to you. The IC lounge has a full set of spirits at happy hour(s) and Champagne all day long including breakfast. It's been a while since I've stayed at the Crowne Plaza in Paris, but I think they have free spirits in their lounge too.

Or perhaps it was a half-truth in that the Hilton does not have or does not want to pay for such a liquor license?
