She was unable to say what the penalty would be if cancelled less than 21 days before travel date but suggested it might be higher. Cancellation timing has nothing to do with fees. It is $200 for general members no matter when.
Actually there is no charge to cancel an award.
There are fees if you want to redeposit the miles or change the award. But you can cancel without paying anything.
