Cancellation timing has nothing to do with fees. It is $200 for general members no matter when. Different fees apply to book or change within 21 days, however.

Chances of significant schedule change is remote for 9/23 flights. I suggest paying $200 then submit visa refusal documents to customer relations to request refund.
