To further add on to this, SIN-NRT upgraded to PEY at OLCI, then to Business at the gate, and NRT-SEA upgrade to PEY at OLCI. All segments on ANA. It seems that during OLCI, if the flight is full in Y, and as long as your gold card is logged into your reservation, it will pre-assign you/allow you to choose a PEY seat. (Was booked in S fare for segments from YYZ-SIN, and in V fare SIN-YYZ, all booked thru UA under UA codeshare flight numbers.)
