No, you're missing the point. Nothing at all to do with implementation of alliance-based rules or policies.
An airline's specific ultra-premium lounge access can be excluded from the use of alliance partners, as long as the basic alliance-based access rule are followed.

et al can implement the policies they wish, in his respect. It's just that the logic behind not discriminating between passengers travelling in your first-class cabin seems sensible - and it's one adopted by all except SWISS.
