Everyone can have a problem. My experience is that the frequency and severity of the problem can and does increase the farther one gets from the pinnacle of the hierarchy.

It is a natural thing that people tend to give more care when they think someone powerful is looming rather than someone that can get kicked around and has no recourse or won't fight.
