I connected at T5 (DUB-LHR-JFK) a few months ago and the agent meeting the flight refused to let people without BP's through to transfers. I had the same issue - connecting to AA but had to go landside and use the Heathrow Express to get to T3.

I complained to BA/Heathrow Airport and they said it was an error.
