You can definitely get the Plus after having the Premier for another 50k. You can do this if you obtained the Premier eight months ago or just two days ago - it makes no difference. Some of us with the Plus already can refer you to the 50k offer but it has to be completed over the phone - there are no 50k Plus offers available via link. Unfortunately Chase has also limited who can refer for the Plus - both my brother and my wife can't refer for it but somehow I can - not sure why, but I'll take it.
