In addition to where your hotel is, I think it also depends on the time of the day, time of the year, how much stuff you have in tow. Stayed at Takanawa Prince recently, which is ~7min walk to the station. With that killer heat/humidity, to me the Limo Bus was a no-brainer. Even if it was a 3min walk to the station, I still would've taken the Limo Bus. Personally I'd gladly pay the extra 1500y to not have to break a sweat prior to a long TPAC flight. The Limo Bus arrived at NRT >20min early, which is fairly common.
To me, it's not so much about the extra y1500, it's just maddening to sit on the limousine bus as it trundles from one hotel to another for an hour+ before entering the freeway. I totally agree, it's hotel/season/luggage/etc dependent, and I'd be lying if I said that I didn't regret my decision a couple of weeks ago to take Access Express+Oedo line+10-min walk in the heat to the GH. On the way back, though, I took a cab to Daimon, and then Access Express from there; the whole thing rung in at slightly less than the limousine bus, saved 1/2 hour, and was much less frustrating.
