The terms don't say if the on-time promise requires the depare AND final destination to be among YUL, YOW, YYZ and LGA
If you had a ticket for YUL-YYZ as part of your itn the on time credit applies to that flight. You will have to call in ask for customer care, which will prob be the person who answers the phone, and tell them you did not get the credit. Last time I got one it took about a week to show up.
