That's possible - Jazz being operated by independent carriers, it could technically be the first for that particular Jazz carrier even if not the mother "Air Canada" name in general. Sky Regional Airlines doesn't currently service Florida, for example.
Probably some misunderstanding and/or hyperbole by, as you said, a smalltown official talking it up to the local paper.
