I would of expected a voucher on AC146 and AC179 based on the wording I quoted above (if you're only getting 1 meal, proper wording would be "...you will receive a complimentary Air Canada Cafe during your journey.").
I was given one on 146 by default and none on anything else, since it's a red-eye I phoned in and had it changed to 179. I was informed it was only valid for 1 segment on the itinerary.
