The new sc value is 19 characters, which may be a combination of the old sc value (8 characters) and old m value (11 characters). The sc value is repeated at the end of the URL. There is no m value in the new URL
It is not clear if the link can be used by anyone else, because there are new INVOREF_NUMBER and intc codes in it. These may identify the original applicant. These codes can be deleted and the form will still load without the 18-month language; but whether the app will be approved is not known. It will have to be tested.
