It seems unlikely that you can override both of those rules; I'm surprised the DL agent even offered you the option of an additional 60,000 miles/person to change the tickets.
On the page you've shown it doesn't say international but at the top it does specify US, Canada, Puerto Rico, and the US Virgin Island as the destinations where you can use SDC and SDS.
SDC trumps awards 72 hours no changes rules* like change fee is not charged for SDC because is usually "unless under SDC rules" in fare rules
so they won't bust and change the international ticket because they requires re-ticketing the whole ticket and fare rules and re-calculation of taxes.
but they can do a one time exception on exchanging his tickets to the current price. there for given then 60k by overriding the 72hours rules.
use the remaining mileage exchange to new tickets
