Eligibility
You can use the same-day confirmed option for travel within the United States, Canada, Puerto Rico, and the U.S. Virgin Islands on Delta and Delta Connection®
You can use it on award tickets, however it can't be international (which Canada isn't considered for this purpose). It's right there in the wording you posted for eligibility.
The only time they should reprice an award is if you want to make a change and SDS/SDC can't be used. Could be because it's an international flight or because you're in coach and no same class availability. In those cases to confirm you'd have to pay to confirm a seat at new price. If you've flown all the international flights you could SDS without price change also.
Basically the rules are the same for award tickets as paid.
