Yes you will - I can confirm that. I have used the Plaza Premium lounge in YYZ and the Centurion lounge in LGA with a Plat card that was under FR with charging privileges suspended.
I am a bit surprised that PP still works because I would have thought they would take some sort of preauth but good to know it still works
