I've only ever experienced it once at arrival, when the marginal benefit to the C passengers was limited, especially compared to the inconvenience for the Y passengers (flight delayed, second bus hadn't arrived). Where it really would make a tangible positive difference, IMHO, is at departure, but there, the only perk offered to preboarders is to be barked at to move to the back of the bus to let others get on (and off first).
