This isn't unusual, and personally I think this question should be addressed to AA rather than BA. IAH serves one of the largest cities in the USA and it is very strange that AA - which has plenty of services out of it - doesn't maintain an Admirals Club there (and as mentioned up thread, it does at Hartfield BDL). The "by same terminal" use rule isn't made up, it applies elsewhere, though not always enforced.
I disagree here - I'm not aware of any same terminal provision in either the BA or oneworld rules. It's BA making up the rules as they go along to suit them.
I'd go back to the GGL team and ask them to explain where in their T&Cs it says this.
