Non-owners insurance is mainly for persons who rent and or drive vehicles they do not own on a daily or very frequent basis. Taxi and limo drivers who do not own their own cars but work for a company come to mind.
Gotcha! Thanks for the information. I checked out Enterprise, they only charge $18 for insurance/day. Even if I pay a little bit more/year, at least I don't have to talk to an insurance agent to get the rental.
