According to the OP, Iberia did charge his credit card but refunded the payment later.

So? If IB took the payment, that strikes me as enough for the contract to be concluded. The fact that they then did not issue the ticket is neither here nor there.
That said, I suspect that it will be a difficult struggle to get IB to agree and the OP may not be inclined to litigate, especially as it is not without uncertainties.
