Kegs really are not pressurized until tapped. Depending on how fancy of a system you push the beer out with pressure with an air pump (hand pump a single keg house party) to a mixture of Co2 and Air to even fancier mixes of Nitrogen and Co2 for smaller bubbles/foam (think Guinness)
