It is possible to move between terminals airside at Changi, so if flying QR (or UL) from terminal 3 there is nothing stopping you getting the train to Terminal 1 to use the QF or new BA lounge. Takes about 10-15 minutes, with a bit of a walk involved, but if you have plenty of time definitely worth doing.
