I believe one needed VISA to transfer in Canada anyway, before this eTA, no?
Just like EVERYONE who transfers in USA needs a VISA, before ESTA was introduced
eTA is meant to shorten and money-grab, and make pre-arrival screening easier, just like ESTA?
