Changi airport is one of the few airports in the world (KUL is another) that doesn't separate international arrivals from departures (of course not counting US pre-cleared passengers), once you arrive you are mingling with departing passengers, therefore there aren't specific arrival lounges. The lounges the Solitaire PPS members get access to the lounges they access when they are departing.
