it worked in my case a few months ago

i applied for a card but their system denied me. I called in to ask why and the agent said it was a glitch, so we re-did the app over the phone and he applied the GCR promo code. I then filed a missing rebates claim with GCR and they found everything they needed in their monthly communications between them and TD.

In the end i got the FYF and i got the GCR credit

probably one of those things that depends on whether you get a competent CSR or not
