In either instance I wasn't blaming the airline, the fault is squarely pointed at the parents and they should be held accountable for being the legal guardians of their offspring and responsible for their children's actions.
Agree that the responsibility for keeping the kids under control rests with the parents and the airline employees should definitely not be the people trying to do this directly. However I do think that the cabin crew have a duty to remind the parents of their responsibility and should insist that they meet that responsibility. I'm sure that they would take action if an adult was causing that degree of disturbance and they should do so here through the adults/parents.
