Hold baggage rules on Lufthansa/Germanwings

I plan in September to fly by Lufthansa to Moldova. Now, I can carry hand baggage and some hold luggage up to a certain weight on Lufthansa. I've not looked at their rules, but I think I can carry hold baggage up to about 23KG free.

The complication is returning back to the UK. To get back I check in at the Lufthansa counter in Moldova, advising the staff there that I want to collect the hold baggage at my final destination of Manchester (UK) airport. There is another Lufthansa flight to take me to Dusseldorf. All these are short flights.

But the last part of the return journey (Dusseldorf to Manchester) is by Germanwings (operated by Eurowings). Now my understanding is that Germanwings do charge for taking hold baggage.

In this situation, would I be charged by Lufthansa when I check in my hold baggage originally with them, in order to pay the fee levied on hold baggage by Germanwings later on the journey back to Manchester? Or would the Lufthansa staff at the airport I first depart from NOT charge me, since I am boarding a Lufthansa plane at that stage? Even though my hold baggage is later to be transferred to a Germanwings plane? In other words, that I would be subject to Lufthansa baggage rules at all the stages of the legs back from Moldova to Manchester?
