This is a typical problem with down-stream processes. If they don't get updates frequently the customer is misled as to what is available. At least the purchasing process was able to confirm availability before selling the ticket. Even AA.com has this problem, but at least they get around to updating the customer-facing system(s) more frequently.

If you have a means to contact Concur support, you might suggest they trigger a refresh to keep the frustration down.
