Agent is wrong. Its not due to online vs phone quotas. Its due to a married segment 'rule'.

You can't just change one sector on a through reservation. You must check availability from origin to destination, eg PNH-SIN-JFK. Even if PNH-SIN is available, the SQ system will reject the space once the agent tries to book it as the through availability is not available.

You'd just have to wait till SQ opens up space on the through flights.
