Maybe I'm wrong, but instead of an international terminal, wouldn't it be more feasible to create some type of pathway from the gates to customs? That way, international passengers don't have access to the main portion of the concourse and it wouldn't shut everything else down. To me, that seems like the simplest, cheapest solution.
