That is a very good question.

Given that you apparently paid the "first bag" fee online, it seems to suggest that the FB Gold number was either not associated with the booking, or that the FB Gold free baggage allowance was not correctly recognised.

The system should be intelligent enough to recognise the status allowance and thereby charge the correct fee. But it seems that, in your case, and for whatever reason, it didn't.

Can you verify:
- if the FB Gold card number was in the booking (right from the start? Or when was it added)
- if so, was it correctly recognised?
- never having paid a baggage fee in my life, what does the interface prompt you to do? Just pay for 1 bag and determine the fee for you? Does it ask any questions, such as whether there is a frequent flyer number (with status) to be added to benefit from potential discounts?
