Travelling F next month out of LHR where I guess it will be no issue, but again it could be an issue on the connecting Short-haul feeder flight into LHR I guess? Or might they waive such rules for pax connecting to F

In which it says:
The new dimensions for the handbag/laptop bag will apply to all flights from 18 August 2015. If you purchased your flight before this date and your hand baggage is within the dimensions stated at the time of purchase please let our staff at check-in know and we will honour this.
This particular well-intentioned aspect is likely going to make enforcement of the new policy a mess anyway for the next few weeks/months.
However, only the dimensions of the 2nd piece are changing, so not sure it makes any difference vis-a-vis a garment bag, unless your other piece is within the old 2nd piece dimensions.
The hand baggage allowance in F is no different to SH Y, levels of enforcement might be a different matter...
