Which is an interesting point. Whereas there is no shortage of oneworld Emeralds travelling through SIN, mainly not on BA, if BA in SIN had a Flounge you can see the exclusivity benefit would be watered down by other airlines' travellers. There again, if there is a genuine Concorde style facility that would give a marketable exclusivity to one aspect of BA's specific offering, which won't be available on other oneworld airlines.
Even then, when I fly QR ex SIN, I am relegated to T3/the dnata lounge

(then again, the savings of >$500 and a very good J product, plus the al mourjan lounge in DOH and the QR lounge in T4 make up for it.)
(and even that lounge isn't exactly terrible.)
