Whereas there is no shortage of oneworld Emeralds travelling through SIN, mainly not on BA, if BA in SIN had a Flounge you can see the exclusivity benefit would be watered down by other airlines' travellers. There again, if there is a genuine Concorde style facility that would give a marketable exclusivity to one aspect of BA's specific offering, which won't be available on other oneworld airlines.
